Conducting Business with the City

The Procurement Services Division is dedicated to providing quality support to City of Tallahassee departments and vendors. Our goal is to make the best of our public resources through the proper purchase of goods, materials and services at the best value, consistent with the quality needed to provide the best service to Tallahassee residents and visitors.

We strive to maintain the highest ethical and legal standards to ensure a fair and transparent procurement process. We remain flexible and innovative in our approach to purchasing through best practice purchasing methods that promote cost savings and improve operational efficiency.

The Procurement Services Division educates and implements all purchasing policies and procedures while directly managing formal solicitations.

Procurement Services utilizes BidSync (www.bidsync.com) for the distribution of solicitation information in an effort to enhance competition and streamline back office functions. Vendors interested in doing business with the City can receive electronic bid notifications and submit electronic bids to the City.

There is NO FEE to register, receive email or fax notifications, to download the City of Tallahassee solicitations or submit bids through the online system. By registering with BidSync, vendors will also have access to bidding opportunities from other public sector agencies.

It is the vendor(s) responsibility to check for any addendums that might have been issued before the bid closing date and time.

Vendor Registration

The City of Tallahassee Procurement Services Department utilizes an online purchasing system called BidSync to advertise, post, and receive solicitations. Businesses interested in doing business with the City are strongly encouraged to register to receive electronic notifications of new solicitations, addendum, response tabulation, award recommendations, and the capability to submit an electronic bid. Registered businesses that choose to submit bids electronically will see savings by eliminating the cost of producing multiple paper copies of proposals, shipping fees, postage, and staff time to deliver bids. Businesses will also have access to search past bids history for data analysis.

There is NO COST to businesses for using this service and the online registration can be completed in just a few minutes. Once registered, businesses can view any of our solicitation documents.

BidSync offers two types of services, Links and LinksPlus. Links is free and provides access to all solicitation documents from the City of Tallahassee, including the capability of submitting an electronic bid. With Links, businesses have access to other government agency bids that utilize BidSync to post their solicitations. The LinksPlus is an annual paid subscription that provides all the services Links does in addition to viewing bids from agencies that post their bids online, newspapers and via email. LinksPlus notifies the business of a bid opportunity as well as displays the bids all in one screen. LinksPlus is not required to do business with the City of Tallahassee.

To register, please go to www.bidsync.com select “Register for Free” and follow the online instructions or complete the registration process by calling BidSync at 1-800-990-9339. 

Once registered, businesses can update their company profile and contact information at any time. There is no cost to upload or download documents. You can search for other in-network solicitations or even search for a prime contractor or a sub-contractor on a solicitation. BidSync gives suppliers the ability to view attendees of a pre-bid conference to see who potentially may respond to a solicitation.

Business owners can be described in one word: busy. Understanding this, the City of Tallahassee has created a new electronic business portal that will save City vendors time and money. This new electronic business portal, appropriately named BIZ-e, will serve as a self-service tool, allowing vendors to access important payment information at their convenience.
