Underground Utilities and Public Infrastructure is a progressive organization operating water, wastewater, stormwater and gas utility systems as well as public works and transportation infrastructure to serve Florida's seventh largest city.

This is responsible supervisory and professional level office and field work of an engineering specialty area. Primary function is to lead and manage multiple teams of consultants in the design, permitting, land acquisition and construction of capital improvement projects to reduce flooding and/or improve surface water quality in Tallahassee, Florida. Work is performed under the general supervision of a higher-level engineering professional or administrator and involves considerable independent judgment in executing program activities.

Essential and Other Important Job Duties:

  1. Preparation of stormwater capital project design and construction documents; internal designs; permitting; cost estimating; hydrologic and hydraulic modeling; flood studies and floodplain mapping.
  2. Negotiating and managing consultant contracts and fees.
  3. Coordinating projects with other departments/utility providers.
  4. Direct public participation activities.
  5. Budget preparation of capital projects.
  6. Manage land acquisition processes.
  7. Direct local, State and Federal permitting activities.
  8. Prepare construction contract documents and assist in securing bids for construction and provide technical assistance during construction.
  9. Ability to maintain effective working relationships with other employees, other governmental agencies and the general public are desired.

 

Minimum Qualifications and Pay Range Information: Possession of a bachelor’s degree in civil engineering or a related field and five years of professional experience that includes public works, underground utilities engineering, design of stormwater facilities, or documented experience related to all facets of stormwater engineering; or an equivalent combination of training and experience.

Preferred Qualifications: Experience or certified training with 1D/2D hydrodynamic modeling, ESRI and AutoCAD Civil 3D.

Job Based Competencies: Hydrology, hydraulics, and water quality.

Necessary Special Requirements: Must possess a valid Class E State driver’s license.

Must possess registration as a licensed professional engineer at the time of application. Incumbent must attain a registration as a licensed professional engineer in the State of Florida within one year from date of employment.
