Southside Infrastructure Improvements

Progress is constantly happening in Tallahassee. On the Southside, a variety of projects are helping reduce localized flooding, increase mobility and create more recreational opportunities. Here’s a look at the progress and details for many of those projects.

Road Construction & New Sidewalk Projects

FAMU Way

Phase 1 – Bronough Street to Pinellas Street: Completed Summer 2016

The eastern half of this project significantly improved the existing FAMU Way from Bronough Street to Wahnish Way from a narrow two lane road next to a steep drainage canal into wide two lane divided roadway with underground drainage; added on-street bicycle lanes and on-street parking; an off-street trail for bicycling and walking; roundabouts for less traffic delay; and beautiful landscaping.

The western half of this project extended the improved road (beyond where FAMU Way previously ended at Wahnish Way) to Pinellas Street with all the features of the eastern half and also added a playground, water play area, and an outdoor market space.

This project is already getting lots of use and has become a source of pride for our community.

Phase 2 – Pinellas Street to Gamble Street: Completed Summer 2018

This phase is the extension of FAMU Way from Pinellas Street to the south and west, ending at Gamble Street. This portion of FAMU Way features on-street bicycle lanes and on-street parking; a roundabout at Gamble Street; and beautiful landscaping.

The off-street bicycling and walking trail included in this project phase is the final piece that connects the St. Marks Trail Extension to the Capital Cascades Trail; meaning residents can ride bicycles to Cascades Park, Leon High School, even the City of St. Marks, and anywhere in between, without ever needing to get in a lane with car traffic.

Tallahassee Junction Stormwater Pond was also constructed north of Kissimmee Street between Mill Street and St. Marks Trail as a part of this project. It includes a lovely wet-pond stormwater facility, landscape, walking trail, water fountain and a few small picnic pavilions.

Phase 3 – Gamble Street to Lake Bradford Road: Construction to begin summer 2019

FAMU Way Phase 3 is the final westward extension phase of the roadway from Gamble Street to Lake Bradford Road. This phase will have the same on-street bicycle lanes and on-street parking; off-street trail for bicycling and walking; and beautiful landscaping. In addition to the roadway improvements, the project will include extension of the Capital Cascades Trail from Gamble Street to Lake Bradford Road, construction of a new stormwater pond and a new trailhead with parking at the Gamble Street roundabout to accommodate users of the both the Capital Cascades and St. Mark's trails.

The completion of this phase will enhance traffic flow and connect on-street and off-street bicycle access from Lake Bradford Road to FAMU. The increased traffic flow will also be a great economic opportunity for Southside business growth.

 

Putnam Drive Sidewalk

Monroe Street to Country Club Drive: Phase 1 completed in summer 2018, final phase to be completed late 2019

This project will include the addition of sidewalk to one side of Putnam Drive from Monroe Street to Country Club Drive. The portion of the sidewalk from Monroe Street to South Meridian Street was constructed during the summer of 2018, with the remainder of the sidewalk to be built by the end of 2019. The sidewalk is on the north side of the road from Monroe Street to South Meridian Street; and then on the south side of the road from South Meridian Street to Country Club Drive. The addition of this sidewalk will provide a much-needed path for residents to walk out of traffic for transportation or exercise. Drainage pipes & curb will be added to the roadway edge so the sidewalk can be constructed over the existing roadside ditch which will minimize the impacts to property owners.

 

Polk Drive Sidewalk

Meridian Street to Orange Avenue: Currently in design phase, Construction to begin early 2019 & completed mid-2019

This project will include the addition of sidewalk on the south side of Polk Drive from Meridian Street to the existing sidewalk on Polk that provides connectivity to the Orange Avenue sidewalk. The addition of this sidewalk will provide a needed path for transportation and exercise. The sidewalk will be constructed behind the roadside ditch to minimize cost and impacts to floodplain. Drainage improvements along Polk are included in project.

 

Palmetto Street Sidewalk

Martin Luther King Jr. Boulevard to Adams Street: Currently in design phase, Construction to begin by late 2017 & completed mid-2018

This project will include the addition of sidewalk to the south side of Palmetto Street from the end of the existing sidewalk near Martin Luther King Jr. Boulevard to Adams Street. The addition of this sidewalk will provide a much needed path for residents and students to walk out of traffic for transportation or exercise. The sidewalk will be constructed winding around the beautiful oak trees to avoid damage to the tree roots.

 

 

Water, Sewer and Stormwater Upgrades

Lower Central Drainage Ditch Erosion Control Project

The Lower Central Drainage Ditch (LCDD) is a large ditch located east of Lake Bradford Road that conveys stormwater runoff from a large urban watershed that includes Frenchtown, FSU, FAMU and the downtown area. The LCDD discharges to Munson Slough which outfalls to Lake Munson. This ditch was privately owned and in a state of severe disrepair along with several buildings, parking lots and industrial equipment being damaged and/or threatened by erosion. This project will improve the LCDD from Springhill Road upstream through the planned FAMU Way bridge and will have community benefits in addition to protecting the adjacent properties. The LCDD project will eliminate ditch erosion and thereby decrease the phosphorus loading to downstream waters. The project will be constructed in two phases. Phase I is from Springhill Road to Kissimmee Street. Construction of Phase I began in the Spring 2017 and is progressing as planned. Construction of Phase II, from Kissimmee Street to the new FAMU Way extension, will begin in October 2018. This project will be a significant restoration effort for the LCDD as well as Lake Munson.

South City/Country Club Creek Drainage Improvements Project

The project is an improvement to a large ditch located in the South City area of Tallahassee and known as the Country Club Drainage Ditch (CCDD). The CCDD begins at the southern boundary of the Capital City Country Club golf course along Magnolia Drive and discharges into the East Drainage Ditch near Orange Avenue. Several properties along the CCDD have experienced flooding. The CCDD and properties adjacent to the ditch are located within the FEMA floodplain, which is an area identified as being at risk for flooding. Furthermore, the CCDD has experienced severe erosion over the years, which has contributed to sediment transport downstream. Proposed engineering design solutions include a Gabion-lined channel (rock-filled baskets) in the portion south of Golf Terrace Drive; replacing the culvert under Putnam Drive with a large box culvert (6'x10') and extending this new box culvert downstream to connect with the gabion-lined channel; re-grading the earthen channel upstream from Putnam Drive to improve conveyance and reduce flooding, and armoring this segment of ditch to reduce erosion. Construction of this project is being coordinated with the Putnam Drive Sidewalk project. Construction of both projects is anticipated to begin in the Spring of 2019.

Southside - East Drainage Ditch FEMA Floodplain Map Revision

Southside flooding has been reduced in recent years through the implementation of over $20 million of drainage infrastructure improvements by the City and Leon County. The Federal Emergency Management Agency (FEMA) National Flood Insurance Program produces flood maps to provide flood risk information to help protect homes and businesses, and provide a sound basis for floodplain management. The current FEMA floodplain maps for the Southside area do not reflect the flood reduction benefits of the City's and County's drainage improvements. The City has proactively begun the process of amending the FEMA floodplain maps. The revision to the FEMA floodplain maps, which is expected to take until 2020 to be approved and adopted by FEMA, will benefit area residents and businesses.

Greater Bond Neighborhood Utility Improvements

Project includes the replacement of aging water and sewer infrastructure within the project limits as well as the addition of fire hydrants. Following the utility work, the affected roadways will be resurfaced.

These utility improvements are part of the City's proactive program to replace aging utility infrastructure, which will enable us to continue to provide safe, reliable utility service to our customers.

The following roads are included in the project area:

  • Pinellas Street (between Wailes and Eugenia streets) – Water and sewer construction is complete. Roadway will be resurfaced in late 2018.
  • Main Street (between Osceola and Okaloosa streets) – Design is complete. Construction will begin in early 2019.
  • Russel Street (between Floral and Eugenia streets) – The water and sewer improvements are currently under construction. The roadway will be resurfaced in early 2019.
  • Pasco Street (between Manatee and Floral streets) – Design is complete. The water and sewer improvements will begin in late 2018. The roadway will be resurfaced in early 2019.
  • Liberty Street (between Pasco and Perry streets) – Design is complete. The water and sewer improvements will begin in late 2018. The roadway will be resurfaced in early 2019.

McCaskill and Lake Avenues/Iamonia Street Utility Improvements

Project includes the replacement of aging water and sewer infrastructure within the project limits as well as the addition of fire hydrants. Following the utility work, the affected roadways will be resurfaced.

These utility improvements are part of the City's proactive program to replace aging utility infrastructure which will enable us to continue to provide safe, reliable utility service to our customers.

Construction is tentatively expected to begin in early 2019. Area property owners/residents will be notified before any construction activity is scheduled.

PS-12 to 149 Parallel Force Main

The project includes the construction of a new sewer pressure pipe from Pump Station 12 along the south side of Orange Avenue West of Pottsdamer Street to Cypress Lakes Road. The pipe is then to be routed through the existing subdivision and across the existing drainage ditch to Springhill Road. Upon completion of the project, the affected roadways will be milled and resurfaced.

The purpose of the project is to provide a reliable redundant pipeline between two of the City's Master Pump Stations. The design and permitting for this project is nearly complete. Construction is expected to begin in early 2019. Area property owners/residents will be notified before any construction activity is scheduled.

Lake Bradford Road at Gamble Street Sanitary Sewer Relocation

The proposed project includes the replacement of sewer infrastructure from the east side of Lake Braford Road through Lake Elberta Park, to the project terminus located along the new FAMU Way corridor south of Gamble Street. The project also includes the installation of new sewer infrastructure along the west side of Lake Bradford Road between Stuckey Avenue and Elberta Drive. Upon completion of the project, the affected roadways will be milled and resurfaced.

The purpose of the project is to remove sewer infrastructure associated with the decommissioned Lake Bradford Road Wastewater Treatment Facility. These utility improvements are part of the City's proactive program to replace aging utility infrastructure which will enable us to continue to provide safe, reliable utility service to our customers.

Construction is expected to begin in early 2019 in conjunction with the FAMU Way Ph III roadway project and last for approximately two years. Area property owners/residents/businesses will be notified before any construction activity is scheduled.
