The City of Tallahassee is undertaking a project on Richview Road to provide a safe corridor for bicyclists and pedestrians, while also upgrading underground utilities to address aging infrastructure.

The Richview Road PASS project will reconstruct Richview Road between Apalachee Parkway and Spring Forest Road. Roadway improvements include the addition of curb and gutter, bike lanes, landscape improvements and construction of a sidewalk on the east side of Richview Road. Drainage improvements include replacing the existing open drainage ditches with curb inlets and a closed pipe system. Drainage flow will continue to be northward into the existing stormwater management facility. Utility improvements include upgrading the water line, adjusting the sewer line to avoid conflicts with the proposed storm sewer system, relocating electric power poles, and relocating communications infrastructure.

Since the public meeting held in 2019, the City has completed the roadway design, acquired the necessary right-of-way, secured necessary permits, solicited bids for the construction of the project, and begun work.

Changes to the plans since the public meeting include minor revisions to reduce right-of-way impacts and relocation of the stormwater management facility from the east side of Richview Road to the west side of Richview Road. The stormwater facility change will allow for utilization of an existing non-compliant private stormwater facility and will bring it into compliance while addressing stormwater needs of the project. It will be necessary to impact or remove some trees from the project area, which will be replaced with more appropriate landscaping

Due to narrow right-of-way, deep utility construction, major drainage improvements, and many driveway connections, construction of this project will be relatively complex. Throughout the duration of the project, area residents and businesses can expect to experience minor traffic delays, changes to traffic patterns and a closure to non-local through traffic on Richview Road for the duration of construction. There may also be brief utility interruptions, which will be coordinated in advance and minimized as much as possible. Access to driveways or businesses will be maintained throughout the duration of the project. City construction inspectors will coordinate in advance, any temporary driveway closures needed to facilitate construction efforts.

Construction is anticipated to be completed in September 2023.
