Project Underway

The Zillah Street Pedestrian and Street Safety (PASS) project will enclose the open ditch running alongside the roadway and create improvements to pedestrian connectivity. Through the project, a sidewalk and multi-use trail will be built, and improvements will be made to the pedestrian crossing conditions in the area. The project design is complete, which incorporated resident feedback, and the project began in April 2023. It is expected to be completed by summer 2024, barring any unanticipated delays.

For questions or additional information about this project, please contact Molly Levesque with the City’s Underground Utilities & Public Infrastructure department at 850-891-2862 or Molly.Levesque@Talgov.com.

Project Details

Project Scope

  • Enclose open ditches and remove handrail
  • Provide pedestrian connectivity on both sides of the road, with the sidewalk and trail located behind the curb and gutter
  • Improve pedestrian crossing conditions
  • Resurface existing asphalt

Other Project Information

  • Zillah Street falls within the City’s MMTD (Multimodal Transportation District). 10-foot-wide multi-use trail connectivity is desired for the full length of the road.
  • A potential four-way stop will be analyzed and considered for the intersection at Zillah Street and Bahama Drive/Omega Avenue for pedestrian crossing safety.
  • The proposed trail will connect to the Leon County Tram Road trail project, which is currently under design.
  • Driver feedback message boards will be separated from the school zone signs so that the boards are used 24/7 instead of only during school hours.

Typical Sections

  • The full roadway length will be constructed with curb and gutter.
  • All open ditches will be enclosed and replaced with storm pipe covered with landscape.
  • From Tram Road to Bahama Drive/Omega Avenue:
    • West side - Reconstruct the existing 5-foot-wide sidewalk and add 6-7.5 feet of landscaping between the sidewalk and curb, enclosing the open ditch.
    • East side - Add a 10-foot-wide multiuse trail.
  • From Bahama Drive/Omega Avenue to Paul Russell Road
    • West side - Utilize existing County owned 10-foot-wide trail, remove existing City sidewalk and replace with landscape between the trail and curb.
    • East side – Add a 5-foot-wide sidewalk and enclose the open ditch.

Construction Details

Construction hours will generally be from 7:30 a.m. to 7 p.m. Monday through Friday and 8 a.m. to 6 p.m. on Saturdays.

Flagging operations will be in effect to maintain traffic safely through the construction zones. Road closures may be necessary at short intervals and will be as brief as possible. If detours are needed, they will be clearly marked to route traffic around the construction zone.
