The Code Enforcement Fine and Lien Amnesty Program (Amnesty Program) can provide forgiveness of fines and/or liens for code enforcement cases that have gone to a Code Board or Code Magistrate hearing prior to June 17, 2020 when the City Commission updated the code enforcement ordinance. In most cases, if you have outstanding fines, you may be eligible to participate in the program whether the code violation has been corrected or not.
You must fill out an application to participate in the program. After you apply, staff will review your case to determine whether you are eligible for amnesty. Cases with remaining violations that have urgent life safety issues that require immediate attention will not be eligible for the Amnesty Program until the issue is fixed. Following this review we will provide you with additional instructions to complete the amnesty process.

Housing Programs provide zero-interest forgivable loans for home repair, rehab, resilience, and accessibility to property owners who meet the income requirements, own and live at the property located within the City limits. Volunteer organizations may be available to assist in correcting minor code violations such as mowing grass, yard cleanup, painting, etc. If you feel you could benefit from a volunteer organization, please fill out the request form below or call our office at (850) 891-7007 to learn more.
Q - How do I know if my case is eligible for Amnesty?
A - Complete the online application above and you will be alerted as to whether you have a case that may be eligible. Once we receive your application, our staff will review your case to determine if it has an urgent life safety issue. If your case does not have one of these issues, then you will receive information on how to finalize your amnesty process.

Q - Do I have to apply for the program to receive Amnesty?
A - Yes, only those who apply and meet the eligibility requirements will receive Amnesty.

Q - Can I apply for Amnesty if I am not the property owner?
A - Yes, if you are legally acting on behalf of the owner and/or have been designated as the owner's representative.
Q - Once I apply for Amnesty will my case be closed?
A - Applying for Amnesty does not automatically close your case. Once you apply, you will receive a notice letting you know whether you meet the eligibility requirements and directions for any follow-up steps. Once eligibility is established, City staff will provide additional information necessary to close your case and release any liens against your property (if applicable).
Q - What if I cannot correct my violations?
A - You are encouraged to contact our office to learn more about what it takes to bring your property into compliance. You may also be eligible for assistance in correcting violations on your property.
