The City of Tallahassee now maintains an identified project list for sidewalks throughout the city which ranks sidewalks based on multiple criteria. These criteria include roadside safety and access, safe routes to schools and pedestrian demand. A given project is scored based on the individual roadway's unique characteristics and then added to the list based for their final score. The sidewalk list is updated yearly; additional locations are added over time based on input and concerns received from the public.
To better understand existing methodologies for quantifying the ranking and the experiences of other communities, staff consulted with members of the Association of Pedestrian and Bicycle Professionals (APBP). Most of this input was either very subjective or, in some cases, similar to the City's existing criteria. However, the city of Temecula, California presented a logical, objective format for ranking projects that provided ideas for improving the City of Tallahassee's system.
The ranking system we adopted here in Tallahassee used Temecula's system as a starting point, but with numerous modifications tailored to the community's needs. New sidewalk installations will be considered using the process outlined below.
Step 1. Separate candidate projects into two tiers: |
